Understanding the C.O.R.E. Framework

As the transition to electric vehicles becomes an inevitable reality for multi-occupancy and mixed-use developments, building infrastructure must adapt safely. Developed under the guidance of the EVCORE Alliance Fire Safety Working Group, the voluntary Code of Practice outlines a structured framework to replace high-risk, ad-hoc setups with managed, system-led solutions.

The entire framework operates on four core pillars: Coordinated Infrastructure, Oversight and Competence, Risk-Informed Management, and Electrical Safety. Here is what each value means for properties under the Code:

1. Coordinated Infrastructure

Instead of allowing a fragmented, incremental accumulation of isolated charge points, the Code promotes a unified, whole-building approach. Unmanaged, ad-hoc installations often lead to undocumented risk accumulation, repetitive penetrations of fire compartmentation walls, and inconsistent contractor methodologies. Planning EV infrastructure as a coordinated, building-wide system prevents these hazards, ensuring the property's long-term structure and asset insurability remain uncompromised.

2. Oversight and Competence

Safety begins with those executing the work. The Code dictates that the assessment, design, installation, commissioning, and ongoing maintenance of all charging systems must be handled strictly by competent professionals. These installers must be fully versed in current statutory obligations, manufacturer guidelines, and modern electrical standards. This level of professional oversight guarantees that no undocumented alterations are introduced to shared building systems over time.

3. Risk-Informed Management

The Code recognises that the primary risks of EV charging stem from unmanaged charging activity, informal cabling arrangements, and uncontrolled hardware. By implementing a regulated system, responsible persons can seamlessly integrate safe charging infrastructure directly into the building's existing Fire Risk Assessment (FRA). Acting as a proactive fire prevention measure, a managed system actively discourages dangerous occupant behaviors, such as trailing extension cords or utilizing domestic three-pin plugs.

4. Electrical Safety

A robust charging infrastructure must protect the building's main power grid and assist in emergency scenarios. The framework focuses on mitigating technical risks through system-wide electrical load management and active equipment monitoring to prevent dangerous power overloads. Crucially, it incorporates dedicated, clearly identifiable isolation capabilities. This ensures that in the event of an electrical fault or emergency, both competent site managers and first responders can access controlled shutdown mechanisms quickly and safely.
